My take would be that “they” are all of the people for whom learning to program gives a false sense of overall ability. It doesn’t follow that building a solid software product means you know how to build bridges, or fix social problems. But “they” seem to think it does. A tendency among the very young perhaps, but the hubris of the technogist is widely remarked upon.
