It just sounds like they choose to make breaking changes to the plugin API for v3. I'd expect popular protocols to get ported at some point before GA.

Yes this 100%. As the post says, nearly all of the API in libpurple and pidgin has changed. So we have to rewrite all of the protocols yet.
