I disagree with both of these: <<deliberate lack of hiring or an actual labor shortage>> They are making do with the amount of money that is available. It would be wiser to focus on why healthcare is so expensive in the United States compared to other highly advanced countries -- France, Germany, Netherlands, Finland, Japan, etc.
