Generally it is not legal for you to crash your car into others private property (or public for that matter) or run someone over. Just because you have some electronics connected to your car that you installed yourself, doesn't shift over the liability to someone else.
Not sure why your mind is blown here. People are allowed to modify their cars, but not hurt other people in the process.
