VBS3 by Bohemia Simulations can import and I believe even live load continual terrain due to mixing real-world data with approximations of trees and whatnot from satellite images...but it's not for the public, military only. The civilian branch of the company is BI who make Arma 3; that supports real-world terrain imports via mods
